Washington's Change of Heart on Ransom Payments - Foreign Affairs

In seeking to secure the safe release of hostages, the United States would pay no ransoms and make no political concessions to terrorists. Unlike countries, mainly in Europe, that paid ransoms despite international censure, the United States held that “hostage takers looking for ransoms distinguish between those governments that pay ransoms and those that do not, and make a point of... In August 2014, the self-proclaimed Islamic State (also known as ISIS) broadcast the murder of American journalist James Foley, followed soon by the murders of the American-Israeli journalist Steven Sotloff and the aid worker Peter Kassig. This January, the American aid worker Warren Weinstein and the Italian aid worker Giovanni Lo Porto, both held by al Qaeda in Pakistan, were inadvertently killed by a U. S. drone strike. Although Washington still continues to oppose ransom payments, it will now be open to communicating and negotiating with hostage takers, and it will not stop families from paying ransoms on their own. With the policy shift, Obama is attempting the impossible task of balancing two uncomfortable truths: paying ransoms to designated terrorist groups may encourage further kidnapping (and is against international law), but paying ransoms may also.   1995 Ranger XLT w/ 7' bed

  "There are only two things in my 60 years that have never disappointed me, my 33-year old Johnson 9.9 hp outboard and my 20-year old Ford Ranger (2.3L 5-speed 4-cyl RWD XLT 7-foot bed). What can I say, I love this truck. It's never let me down and just keeps running even after 20 years and 200K miles. I used it to commute to work 60 miles each day for 10 years, taken it up and down mountains, hauled 1000-pound loads of corn, and pulled my 14-foot bass boat to the water and back hundreds of time. The undercarriage is now pretty rusty, a symptom of long Michigan winters, but the body has no rust whatsoever (I wax it once in the spring and once in the fall). Mechanically, I've simply followed the regular maintenance intervals and have NEVER had to take it in for an unexpected repair. Original clutch (despite 3 kids using it to learn to drive a manual!), original exhaust, a single brake job (pads only). After 20 years and 200K I'm thinking it has to be nearing its life expectancy but it just keeps going. The only negative thing I can say about the Ranger is how light it is in the rear end so it's not good in snow unless you put on snows and throw a few hundred pounds in the bed. I cried when Ford discontinued the Ranger, and will do so again when my current Ranger finally gives up the ghost. But when it does I'll buy another used Ranger in a heartbeat."

  Yes it's typical slow 4 banger but has always pulled/towed whatever I throw at it. Not comfortable for long trips though. sorry Ford does not offer the Ranger any longer in the US.Would recommend a Ranger to any one looking for a small truck."
