Wonder Lake truck driver cited after hazmat incident in Richmond - Northwest Herald

Aaron Broderick was driving a semitrailer south on Route 12 about 8:30 a. m. Tuesday when he allegedly drove through the red light at the intersection of Route 173, Richmond police officer Scott Adams said. A 51-year-old woman from Hebron driving a 2006 Ford Freestar east on Route 173 had to swerve to avoid a major collision with the semitrailer, Adams said. Broderick eventually drove to Commercial Street. Police cited him for failing to obey a traffic signal, Adams said. Adams said some of the fuel seeped into a ditch on Commercial Street. James Cowan, 45, of Topeka, was taken to Stormont-Vail Regional Health Center with possibly disabling injuries on Monday after he was rear-ended and pinned beneath a 2006 Ford Freestar, according to a report from Kansas Highway Patrol. According to the KHP report, Officer Kenneth Evans, 45, was driving a 2014 Ford Explorer northbound on S. W. Topeka near the intersection with S. W. 8th, with Cowan riding behind on a 2012 Harley-Davidson FXDC Dyna Super Glide. Norman Elmer, 66, of Leavenworth, was driving the Freestar behind Cowan. Evans stopped at a traffic light and Cowan stopped behind him, according to KHP. Elmer failed to stop and rear-ended Cowan, who was pinned under Elmer’s van. KHP Trooper Bryce Whelpley said TPD requested that KHP conduct the investigation. It isn’t unusual for KHP to investigate traffic accidents or other incidents involving a member of a police department, to avoid the appearance of a conflict of interest in the investigation.
