James Cowan, 45, of Topeka, was taken to Stormont-Vail Regional Health Center with possibly disabling injuries on Monday after he was rear-ended and pinned beneath a 2006 Ford Freestar, according to a report from Kansas Highway Patrol. According to the KHP report, Officer Kenneth Evans, 45, was driving a 2014 Ford Explorer northbound on S. W. Topeka near the intersection with S. W. 8th, with Cowan riding behind on a 2012 Harley-Davidson FXDC Dyna Super Glide. Norman Elmer, 66, of Leavenworth, was driving the Freestar behind Cowan. Evans stopped at a traffic light and Cowan stopped behind him, according to KHP. Elmer failed to stop and rear-ended Cowan, who was pinned under Elmer’s van. KHP Trooper Bryce Whelpley said TPD requested that KHP conduct the investigation.
