Route 7 in the Terra Alta area, just west of Shop ‘N’ Save. Billy Dean Buckingham-Moats, 20, of Tunnelton, was traveling west on W. Va. Route 7 in a 1998 Subaru Legacy Outback when he passed a vehicle traveling in the same direction, according to authorities. A vehicle was coming from the other direction, so Buckingham-Moats had to quickly pull back into his lane after overtaking the vehicle he was passing, according to authorities. Buckingham-Moats, along with two passengers in his vehicle — Vincent Delaney Buckingham-Turner, 23 of Tunnelton and Heather Lee Parker, 21, also from Tunnelton — were injured, according to authorities.
