The other vehicle was a 2015 Dodge Ram. The owner of the Ford Explorer was identified as Victor Austin Bowman, 53, 1314 Lowe St. Combs said Bowman told him another vehicle had “cut him off,” which caused him to lose control and flip his vehicle. The driver of the Dodge Ram was identified as James David Adkins, 46, 111 Arnold Ave. Combs said Adkins told him he was travelling westbound when he observed the Ford Explorer also traveling westbound in a reckless manner, passing vehicles in both lanes of travel. Adkins said the Explorer passed him, merged into his lane of travel, then slowed to approximately 45 mph. Adkins told Combs that he changed lanes when the Explorer slowed down and attempted to pass. ” Adkins said the Explorer struck the rear of his vehicle, causing him to lose control. He said Bowman’s vehicle went off the left side of the highway and it appeared to have attempted to swerve back to the right.
