For a snowstorm to qualify as a blizzard, visibility must be less than one-quarter of a mile and there must be sustained wind or wind gusts of 35 mph for three consecutive hours. 5-7 — up to 20 inches of snow shut down cities and towns from Baltimore to Maine. 6-8 — The Philadelphia region was slammed with 30 inches of snow, followed by warm temperatures and rain that caused severe flooding. The region also saw blizzards in 2003 and 2006 — both over Presidents Day weekend. And who can forget February 2010. It snowed almost 22 inches Feb. 5-6, then another nearly 16 inches on Feb.
