Sergio Barragan is now a millionaire, having purchased a winning $10 Taxes Paid Scratchers ticket in Salinas, California Lottery officials said Friday. Barragan said he initially bought a $10 Emerald 10’s Scratchers ticket and won $20. He immediately used those winnings to purchase the $10 Taxes Paid Scratchers ticket that turned out to be worth $1 million. Because of the sort of ticket he won on, Barragan won’t owe the standard 25 percent federal taxes that are withheld on wins of more than $5,000. Technically, Barragan won the top prize of $1,333,334.
