French Quarter Resident Sidney Torres IV, is offering an $8,000 CrimeStoppers reward for information leading to an arrest of a man who broke into his Esplanade Avenue home and stole a television. Torres said he's offering the large reward because he's "livid" about recent French Quarter crimes and wants to see criminals brought to justice.
