Tesla already announced this. And if you're still expecting something revolutionary from Tesla on this front I think you're setting yourself up for disappointment. There are already cars on sale (and have been for over a year) which can do all what Tesla has announced on the highway. I agree, it might be a bit premature to expect all proposed functions to work any time soon. My VW has an anti collision sensor (LIDAR I think). I'm not sure of course of what vehicle or what version of the technology you have, but reading through this link posted on the VW website, it sounds as though it's a technology primarily designed for higher speed usage, like on a highway.
