Police say a cyclist's video helped officers track down and ticket a driver shown making a dangerous high-speed pass on a neighborhood street, nearly hitting another oncoming cyclist in the process. Southeast Portland resident Tony Tapay recorded the video during a July 7 ride along Southeast 34th Avenue with his child in tow. It shows a 2012 Kia Soul passing Tapay on a narrow street at what police described as "a high rate of speed. " In a span of a second, the Kia enters the frame on the left and cuts over to the right, narrowly avoiding the second cyclist. Despite the driver's hurry, Tapay catches up at the next signaled intersection and asks through the driver's open window, "Was that really worth it. ". "Yep," the driver replies. Police identified the driver as Andrew Vilas Reid and said he was ticketed for careless driving and unsafe passing of a person operating a bicycle.
