The three people involved in the accident at East 38th Street and Old French Road, two of whom are state police troopers, were treated at UPMC Hamot and were later released, investigators said Thursday. Police said Trooper Andrew J. Hacke was driving a 2014 Ford Police Interceptor east on East 38th Street while responding to a fellow trooper's "shots-fired" call in another part of Erie when the vehicle collided with a 2005 Mitsubishi Endeavor... The patrol car, which was also occupied by Trooper Scott A. Bell, came to rest off the south edge of East 38th Street. The Mitsubishi, driven by Shantay D.
