Man Jailed After Walmart Shoppers Discover Unresponsive Dog in Truck - San Angelo LIVE!

San Angelo police were dispatched to the parking lot at 2:29 p. m. , where the responding officer met the huddle of shoppers, one of whom was holding an umbrella over the small dog that still lay in the back of a 2014 Toyota Tundra. When the officer lifted the dog out of the truck and brought him over to his cool patrol car, the dog was limp and non-responsive. The owner of the dog, 32-year-old Issac Tele Saldivar, was transported to the Tom Green County Jail, where he was booked for cruelty to a non-livestock animal, failure to provide shelter, a Class A Misdemeanor. For all the people that don't want a 'mandatory' spay or neuter law, I challenge you to come up with a viable solution to a horrible situation that irresponsible or ignorant people have caused. I would ask each council member to do volunteer work at the shelter and witness the massive amount of animals being 'humanely' euthanized and then tell us that spaying or neutering isn't a possible solution. Please, please come to a solution that helps the animals. Let me first start with I agree that animals should be treated humanely and be well taken care of, and if you cannot do that, then you do not need to have an animal.
