Julie Siegenthaler: It's time for Alta Sierra Property Owners Association to ... - The Union of Grass Valley

Crowder, who wrote a letter — Don Jeffrey is a property owner in Alta Sierra, which is a subdivision of Grass Valley. It’s ridiculous to cast aspersions on his character for merely stating the city he lives in, rather than the subdivision. You labeled him “easily impressed or misled,” when you don’t even know the man. Your article submission requires that I counter false claims in defense of the volunteers who are actually spending their time building the community up, rather than silently letting you tear it apart. As has been stated ad nauseam, no Declarations or Restrictions (DR) may be changed without an actual vote of the property owners in each subdivision. The DRs remain outdated, as do the Bylaws. While it was a shame that the attorney’s fees for the DR investigation were so high, these matters required research by a legal professional. A survey in advance of the DR project would have prevented the subsequent contentious debate, and I think most people wish that had been done. In 2013, the majority of survey responses indicated residents wanted to halt both the DR update, and any further research into the possibility of a mandatory HOA intended to support DR enforcement.
