As Oregon State Police troopers and emergency authorities — including North Lincoln Fire & Rescue, Pacific West Ambulance, the Oregon Department of Transportation and West Valley Fire District — arrived on scene, Cramer became unresponsive. After a reconstruction team investigated the crash, OSP said preliminary findings showed Cramer’s vehicle was traveling eastbound on Highway 18 when it drifted off the roadway and he lost control. Because that section of roadway is in Tillamook County, the Tillamook County District Attorney and Tillamook County Medical Examiner were called to the scene to assist with the deceased. The single-vehicle crash closed one lane of traffic on Highway 18 for several hours as ODOT flaggers guided eastbound and westbound drivers in alternating sequences.
