BIDDEFORD — Stephen Dodd’s career as a police officer appeared to be a successful one until it ended abruptly in 2003, when he was just 46 years old. While those relationships fueled local gossip, few people knew about the allegations that he had sexually abused boys – allegations that would eventually end his career and, 12 years later, ignite a scandal that has roiled this city of 21,000 for... “We always had our suspicions, but we never had anything factual to report,” retired Biddeford police Officer Lloyd Gaudette said of rumors that Dodd had relationships with younger men.
