GRAFTON • A proposal to ban loud music here has revealed simmering resentment among some longtime residents who have watched their city change from a tranquil river burg to a boisterous tourist destination. Last month, the City Council considered an ordinance that would have forbidden the “playing of music so as to be audible outside the building of the business at any time. The proposal was prompted by complaints from residents, most of them living in the western section of town, an older neighborhood near taverns where live music is on the bill every weekend. The Flood of 1993 devastated this flat patch on the banks of the Mississippi River, near the confluence with the Illinois River. She has a view of the river and the bluffs beyond, of the boat-filled Grafton Marina and, just two blocks away, the Hawg Pit BBQ, a hard-rock destination favored by motorcyclists that, for the last two weeks, has been swamped by flooding. The anti-music ordinance was proposed by Councilwoman Sara Carey, who lives directly behind the Harmons. The proposal came up for public comment and a vote at a City Council meeting on June 23.
