According to the Chillicothe Post of the Ohio State Highway Patrol, Joseph R. Hettinger, 35, of Chillicothe, was traveling south on U. S. 23 when he lost control of a 2008 Chevy Aveo and crossed the median into the northbound lanes striking a... Hettinger’s vehicle was then struck by a 2005 Freightliner semi with trailer driven by Mostapha Oucheni, 31, of Chicago. His passenger, Cora L. Hart, 1, of Chillicothe, was transported to Adena Pike Medical Center where she succumbed to her injuries. Responding at the scene were Huntington, Franklin, and Scioto Township Fire and EMS (Ross County), the Ross County Sheriff’s Office and Pike County Sheriff’s Office.
