NORFOLK, Va. (WAVY) — A Norfolk man has pleaded guilty in a deadly DUI crash that claimed the life of a 21-year-old driver last year. Police arrested Horton July 2014 after officers say he cashed his Ford Explorer into another car on eastbound Interstate 64, near the Twin Bridges. The crash killed 21-year-old Tyler A. Carnes.
