It took hours to clear the incident, police said. Westbound lanes reopened about 7:30 a. m. , but eastbound traffic didn't resume until after 9 a. m. Kasolas was issued traffic summonses for careless driving and improper passing, police said. The driver of the truck, Abraham Cabrera Rivera, was also issued a summons for being unlicensed, police said. There were no passengers in either car, and no one was hurt, police said.
