Investigators say the 1997 Prelude was stopped at the red light waiting to turn left onto Baltimore Street when it was hit from behind by a 2001 Ford Windstar van driven by Jason Robert Vance, 33, of Sparrows Point. Vance and his passenger, 20-year-old Terrance Garcia, also of Sparrows Point, were both treated for minor injuries at the scene.
