•A caller at 7:41 a. m. reported a suspicious residue in a residence at South Hill Apartments, 248 S. W. 28th Drive, Pendleton, and asked to speak to an officer about possible testing. •A caller at 7:52 a. m. reporting seeing an emaciated goat, cow and calf in a field on Highway 339, Milton-Freewater. •A caller at 9:21 a. m. reported the theft of a blue 1995 Chevrolet C/K 2500 pickup with a utility box in the bed from Humbert Asphalt, 84899 Highway 11, Milton-Freewater. •The Morrow County Sheriff’s Office opened an investigation after a caller at 2:14 p. m. reported horse neglect in a pasture on West Eighth Road, Irrigon. •A staff member of Homestead Youth & Family Services, 816 S. E. 15th St. , Pendleton, told police at 3:25 p. m. a boy who ran from the facility on July 20 has returned. •A caller at 6:47 p. m. reported someone left a decapitated and skinned animal near the McNary grain elevator on Bud Draper Road, Umatilla. •A man at 5:18 a. m. told Pendleton police he arrived to work at the Pendleton Music Company, 340 S.
