DISTRICT Court for the Northern Mariana Islands Chief Judge Ramona V. Manglona has granted the federal prosecutor’s motion to detain Zhenlin Fang and Yuliu Liu pending trial. Earlier, Judge Manglona found probable cause or reasonable grounds that Zhenlin Fang and Yuliu Liu may have committed the offense of conspiracy to possess with intent to distribute methamphetamine. During a preliminary hearing, Judge Manglona noted the way the air compressor was used to smuggle “ice,” the volume seized, and the 130 grams of “ice and over 700 to 800 Ziploc bags in different sizes subsequently found in the residence of one of...
