"Bowen believed the girls were too young to be out on their own," prosecutors wrote. About two and a half hours later, the girls returned home on their bicycles and said they had been kidnapped by a man they didn't know. "The girls stated that they were grabbed from behind while riding their bicycles in front of North Pole Middle School," officials wrote in court documents.
