As officers arrived at the facility, Raper was driving away in his 2003 Chevrolet Monte Carlo, allegedly hitting the curb and driving over the berm as he went. Crookston police say Raper would not stop for officers and drove south, at times reaching speeds of 75 miles per hour. Officers say he was swerving from side to side and driving on the wrong side of the road, causing several vehicles to pull to the side of the road to avoid a collision. The criminal complaint states police hit the read end of the Monte Carlo three times during the chase while trying to stop the vehicle, which did not come to a stop until Raper collided head-on with Polk County Sheriff's Deputy James Tadman's... Documents state Deputy Orlando Peralta had been driving south with Tadman in a vehicle behind him when Raper drove into their lane. Peralta swerved to avoid hitting Raper, but Raper and Tadman's vehicles ended up colliding. About a half dozen people held Raper down while medical personnel administered medication to him, and Raper was spitting and swearing at the time, the complaint states.
