Odessa Police tell NewsWest 9, they saw a blue 1995 Chevrolet Lumina traveling in the area of Oakwood and JBS Parkway with an expired registration. Police say a traffic stop was conducted and the driver was identified as Ricardo Vasquez, Jr. , 19, and the passenger was identified as David Sotelo, 19.
