Salinas recommended the new policy after Reyna was formally charged with bribery and obstruction charges stemming from a fraud investigation led by Padilla. Reyna was issued a criminal trespassing warning after his arrest May 28 and was not allowed to return to work after Padilla claimed to be protecting evidence in Reyna’s office, said his attorney, Juan “Sonny” Palacios. School board President Albert Sandoval said the new policy will give more people outside of the immediate board cabinet access to legal counsel including the police chief and human resources. “The way the policy was written we couldn’t pick up the phone and ask questions directly to Salinas without violating policy,” Sandoval said. “I have not ever billed nor do I intend to bill for a legal inquiry by a board member or administration,” Salinas said.
