The Harvey mayor's potential misuse of grant funds was one of several concerns raised in a 62-page outside audit that found widespread flaws in the city's policing. The Cook County sheriff's office, which did the audit, told Harvey that it "strongly" recommends the city let outside law enforcement, such as the sheriff's office, help Harvey investigate cases and equip and train officers. The audit, obtained this week by the Tribune from a Harvey official, offers an extensive look at policing in a community that Tribune investigations previously found had a toxic mix of violent crime and subpar policing. A spokesman for longtime Mayor Eric Kellogg said that the audit's findings were politically motivated, that Harvey's crime had dropped dramatically, and defended the mayor's use of the SUV as an element of crime prevention.
